How to read this

Stakeholders should ask about the slice, not the whole enabler. RBAC and Data Sync each have an Engine epic plus one slice per consuming Bounded Context (Trip Operations, Enrollment/Demand, Mobile, etc.). The unblock event for an initiative is the BC slice landing — never "RBAC complete." This deck mirrors that structure: each slide drills into one tier of the cascade.
